NEW OPPORTUNITIES FOR PUBLIC-PRIVATE PARTNERSHIP IN TERMS OF OVERCOMING COVID-19

Abstract

Trends in modern world development in terms of overcoming COVID-19 requires new solutions. It is the mechanisms of public-private partnership that have the greatest development prospects for stabilizing the situation in Ukraine and the world. Quarantine has set new requirements and opened up new opportunities for both business and the public sector. The combination of two systems of "experience and guarantees - flexibility and adaptability" can provide the best result. The aim of the article is definition of possibilities of public-private partnership in the conditions of overcoming of COVID-19; study of the peculiarities of partnership in Ukraine. The theoretical basis for writing the article is the methodological approaches to the conceptual essence of public-private partnership. In the course of their processing the following scientific methods were used: analysis and synthesis, deduction and induction, systematization, analytical-systematization, systematic approach and generalization. The outbreak of COVID-19 in the world has become a challenge for humanity. On the one hand, it is a social problem, as in any epidemic. On the other hand, any epidemic has very specific economic consequences of short-, medium- and long-term nature. any crisis is always an opportunity to be seized. The need to rebuild capacity after overcoming COVID-19, policy coherence and tax support as a way to mobilize financial resources from a variety of sources, including private participation, require governments to use modern public-private partnership approaches. At this stage, 100% government support is not possible. When choosing a public-private partnership, governments often aim to be more efficient. They hope that private companies will be able to increase productivity and efficiency better than state-owned operators. This stems from the assumption that the profitability of private enterprises encourages them to find ways to reduce operating costs while increasing the volume of services. At the beginning of quarantine, consortia and coalitions were formed in developed countries to address training issues during quarantine using digital platforms and tools developed with the participation of various stakeholders. Another possibility for the introduction of digitalization through public-private partnerships is the introduction of "artificial intelligence" in the system of education, science and health care. If you consider a public-private partnership to successfully attract investment in socially significant areas of regional development requires the following: to form a regional regulatory framework that contributes to the resolution of disputes arising in the implementation of public-private partnership projects, provide socially oriented companies with tax benefits and preferences, taking into account the experience of some regions, consider the creation of regional centers of public-private partnership, whose activities would be aimed at preparing, launching.
