STRATEGIC ASPECTS OF THE DEVELOPMENT OF ENGINEERING SCHOOLS IN THE TRANSITION CONTEXT TO AN INNOVATIVE ECONOMIC MODEL

Abstract

The article is devoted to the substantiation of the main directions and aspects of the educational institutions new type development such as engineering schools (ES) that should become a new active element of the national innovation system that is formed in Ukraine. The internal prerequisites in relation to the ES network created in the country, and the external prerequisites for the ES development are determined. It is proved that the best strategy is to actively expand ES activities along with achieving a high level of quality education. The ES development strategy is aimed at increasing the efficiency and expanding the scope of their activities. In this context, seven key objectives of the ES development strategy are identified: improving the quality of specialist training; inclusion into the existing education system; territorial expansion of the network in Ukraine; expanding the scope of ES activity by industry; expanding the scope of ES activity in technological areas; building and realizing the potential of individual ES and its network; creation of an innovative entrepreneurship ecosystem based on the ES network. Action areas, practical measures and target indicators are identified for each task. It is proposed to use a number of tools for implementing the ES development strategy (training programs; industry and technological strategies; expert, entrepreneurial networks, agreements, special investment mechanisms, etc.). In order to improve the organizational forms of educational and innovative activities, the introduction of special information systems (knowledge base, research laboratory platform, project management platform) which are integrated at the ES network level is proposed. Recommendations on innovation monitoring, innovative projects selecting, and creating mechanisms for investing in innovative projects are given. The relevant practical recommendations on the formation of a risk management system at the ES network level are also proposed and provided. The necessity of efficiency increasing of communications in the internal and external environment of the ES network is determined. Each of the ES network development directions has a macroeconomic dimension, contributes to the NIS formation and the implementation of state innovation policy.
