ORGANIZATIONAL AND ECONOMIC APPROACH TO RESOLVING ISSUES OF AVAILABILITY OF EDUCATIONAL SERVICES IN THE CONTEXT OF IMPLEMENTING DIRECTIONS OF SOCIO-ECONOMIC DEVELOPMENT OF THE EDUCATION SPHERE
Abstract
The educational sphere is a factor in the formation of a modern information society and a key element of the system of providing resources for social production. This explains why one of the most important areas of state policy implementation is the creation of conditions for meeting the educational and socio-economic needs of the population, the implementation of a qualitative impact on human potential as the main factor in the socio-economic development of the region, and the optimization of expenditures from budgets of various levels. The article analyzes the organizational and economic principles of providing conditions for the provision of educational services to residents of settlements regardless of the type of territory and level of economic development, outlines ways to increase the level of development of the field of educational services, ensure the effective distribution of financial and other resources depending on the needs of one or another community. The expediency of using an individual approach, which involves taking into account territorial features, available resources of a separate territorial community, which can ensure the conditions of its socio-economic development, as a result – the development of certain branches of social life, is determined. The possibility of solving the issues of education availability and meeting the socio-economic needs of the population of rural and urban areas by creating technical and technological support locations within territorial communities is substantiated. The functioning of technical and technological support locations is the implementation of an organizational and economic approach that is justified and appropriate for implementation at the level of territorial communities. In order to reflect the main aspects of the functioning of locations and their development prospects in terms of minimizing costs from local budgets, their resource provision and functional purpose are reflected. The development of a territorial community depends not only on the presence of a developed social infrastructure, but also on the ability of the community to carry out effective management, take into account the interests of all interested parties to determine the ways of its development and find effective forms of their interaction.
